OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

The Original Equipment Manufacturer (OEM) or the Bidder must possess a legally registered and fully functional offic e within the State of Kerala. To validate this, the bidder shall furnish a valid Goods and Services Tax (GST) registrati on certificate explicitly reflecting the registered office address in Kerala.

The bidder must possess proven competence and relevant experience in the successful supply, installation, and co mmissioning of the items specified in this bid. The bidder shall attach documentary evidence comprising at least three (3) completion certificates or work order co pies of a similar nature executed via the GeM portal within the State of Kerala during the Financial Years 2023-24, 2 024-25, and 2025-26. Brand-Specific Proven Performance: The participating bidder/seller must have a documented history of successfully supplying products of the exact same proposed brand during the preceding three (3) financial years. Legible and ver ifiable supporting documents—such as GeM invoices, contract award copies, or client satisfaction certificates—shall be submitted as definitive proof of such brand-specific compliance.

To ensure prompt after-sales support and minimize equipment downtime, a fully operational authorized service cen ter must be available within the consignee’s district. The bidder shall submit valid address proof of the designated service center. The service center must house certified and qualified engineers capable of providing comprehensive warranty and t echnical support.

The bidder shall propose only current, active, and non-obsolete OEM models. End-of-Life (EOL) or End-of-Support (E OS) products will not be entertained. All offered hardware must carry active OEM warranty support from the date of final acceptance.

Bidders are strictly required to compile and upload all requested certificates, undertakings, and supporting docume nts specified in the Bid Document, Additional Terms and Conditions (ATC), and subsequent Corrigendums. Failure to upload any required document, or the submission of incomplete credentials, shall render the bid non-responsive an d liable for immediate rejection during technical evaluation.

To ensure compliance with statutory quality standards, both the participating Bidder and the respective product OE M must hold valid ISO certifications. Relevant, unexpired ISO certificates must be attached to the technical bid.

The successful bidder must submit a formal OEM Warranty Certificate at the time of equipment delivery. The seller shall guarantee prompt rectification, troubleshooting, or component replacement at no additional cost du ring the entire stipulated warranty period. The OEM/Seller must possess a well-established, pan-India network for installation, commissioning, training, and aft er-sales service to assure prompt field support.

The bidder shall upload a formal Self-Certification statement confirming unconditional acceptance of, and strict adh erence to, all terms, conditions, and clauses stipulated in this Additional Terms and Conditions (ATC) document.

The Buyer reserves the unilateral right to accept or reject any bid, or annul the entire bidding process, based on tec hnical evaluation, independent market surveys, or the verifiability of the offered product specifications without assigning any reason thereof.

The bidder must demonstrate structural stability on the Government e-Marketplace by possessing a minimum of se ven (7) years of continuous operational experience on the GeM platform. Valid documentary proof, such as the port al registration dashboard or initial order profiles, must be enclosed.

The bidder must either be the Original Equipment Manufacturer (OEM) or an explicitly authorized partner/dealer of t he proposed product line. Bidders representing an OEM must submit a valid, tender-specific Manufacturer’s Authoriz ation Form (MAF) issued directly by the OEM on their official letterhead, validating authorization for this specific pro curement.

The financial quotation must be entirely all-inclusive. The bid price shall encompass the base cost of the hardware, l ogistics, delivery to the consignee site, standard installation, commissioning, and basic configuration charges. No hi dden or supplementary costs will be entertained post-award.

The technical specifications outlined in this tender constitute the absolute minimum essential requirements. Bidders must ensure full compliance with these benchmarks and must append official, unaltered OEM product datasheets fo r rigorous technical cross-verification.

The bidder must provide a formal self-declaration executed on the company’s official letterhead, solemnly affirming that the firm has not been blacklisted, suspended, or debarred by the GeM portal, or any Central/State Government organization, within the preceding five (5) years.

To ensure high service standards, the participating bidder must maintain a minimum of a 4-star final GeM Seller Rat ing (LBL). A verifiable screenshot of the seller's rating profile from the GeM dashboard must be attached as proof.

The bidder must demonstrate strong fiscal capacity and market presence by having achieved a cumulative business volume of ₹10 Crore or above exclusively on the GeM platform. Supporting validation from the GeM dashboard or a verified order summary sheet must be uploaded.

The bidder shall submit Chartered Accountant (CA)-certified financial turnover details explicitly covering the last thr ee consecutive financial years (FY 2023-24, FY 2024-25, and FY 2025-26) as definitive proof of financial capability, s tructural stability, and reliable business performance.

Following the opening of technical bids, the Buyer reserves the right to request a physical, onsite demonstration of t he offered product models at the Buyer’s designated office. The bidder shall arrange the demonstration within the s tipulated timeframe at their own expense to verify operational conformity.

To maintain infrastructural standardization, technical reliability, and seamless integration with existing institutional I T networks, the buyer prefers established premium market brands. Offered products should belong to reputed OEMs with a proven global and national enterprise presence, such as HP, Dell, or Acer. To ensure compliance with quality, durability, and standard component alignment, bids proposing unverified or minor assembly brands will be rejected.
