OPTION CLAUSE 50% : The buyer can increase or decrease the contract quantity or contract duration up to 50 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 50 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 50 percent with the consent of the service provider

Buyer Added text based ATC clauses · Contract period shall be 36 months (3 years) from date of LOI/GEM Contract /HPCL Contract. · Tender is being floated under Two-Bid System with Reverse Auction. · 100% order shall be placed on L1 bidder as per tender evaluation criteria. · Quantities indicated in Tender are tentative and payment shall be made only for actual quantities execute d and certified by HPCL. · Scope covers TT unloading, Tank Wagon unloading assistance, Ethanol unloading, Bitumen/Emulsion loadi ng-unloading and restacking activities at HPCL Coimbatore IRD. · Contract shall be operated on as-and-when-required basis. · Bidder shall deploy adequate manpower, supervision, tools & tackles and comply with all applicable statut ory labour laws. · EMD of ₹94,000/- is applicable. Exemptions shall be as per HPCL Tender conditions · Performance Security shall be applicable as per tender provisions (SD @2% or CPBG @5%). · Bid validity shall be 120 days from tender opening date. · Integrity Pact is applicable and shall be submitted as prescribed in the tender document. · Bidders shall quote for all line items; partial quoting is not permitted. · Rates/Prices shall not be disclosed anywhere in the Techno-Commercial Bid, failing which the bid is liable t o be rejected. · Average Annual Turnover during the last three financial years shall be minimum ₹4.70 Lakhs. · Bidder should have successfully completed one similar work of value not less than ₹6.30 Lakhs during the last seven years. · Similar Work shall mean providing manpower resources in a petroleum product handling unit involving Ta nk Truck (TT), Tank Wagon (TW) and Bitumen handling activities for Govt. Organisations / PSUs / MNCs / Pr ivate Companies registered under the Companies Act. · Documentary evidence in support of PQC such as Work Order/Agreement and Completion Certificate shall be submitted. · Bidders are advised to visit HPCL Coimbatore IRD before bidding and familiarize themselves with site cond itions. · Vendor shall comply with all applicable provisions of EPF, ESI, Minimum Wages, GST and other statutory re quirements during contract execution. · HPCL reserves the right to recover risk & cost, demurrage and other contractual liabilities arising due to co ntractor's failure to perform. · Payment shall be made only against certified quantities actually executed and accepted by HPCL. · Vendor shall maintain all operational records, registers and statutory documents as required under the co ntract. · Offers from banned/blacklisted/holiday-listed vendors shall be liable for rejection. · Bidders must carefully study the Buyer Specific ATC Document, scope of work, terms & conditions before submission of bids. .
