OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered up to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional time shall commence from the last date of extended delivery period. The additional delivery time shall be (Increased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If the original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising the option clause. Bidders must comply with these terms.

Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

Buyer Added text based ATC clauses TERMS AND CONDITIONS State Jurisdictional Presence: Bidders must operate a registered office within Kerala and possess a valid local busin ess license issued by state authorities. Tax Compliance: A valid Indian GST registration is mandatory. The GSTIN must be registered in Kerala (matching th e consignee's state), and the certificate must bear the bidding entity's name. Filing History: Bidders are required to submit evidence of consistent monthly GST return filings for the preceding thr ee-year period. Labor & Financial Credentials: To verify organizational credibility, bidders must provide their TAN, Provident Fund (PF), and ESIC registration copies, alongside a financial certificate authenticated by a Chartered Acc ountant. Authorized Channels: Participation is limited to Original Equipment Manufacturers (OEMS) or their officially sanction ed partners. Dealers must provide a Manufacturer Authorization Form (MAF) explicitly tailored to this specific tende r. Product Lifecycle: Only current, active production models are acceptable. Bidders must certify that no proposed har dware is "End-of-Life" (EOL) and that manufacturer support remains active. Anti-Rebranding Policy: No rebranded equipment will be accepted. All hardware and associated drivers must be available via the manufacturer's official public domain/website. Technical Compliance: Products must align perfectly with the stated technical parameters. Any discrepancy discove red during technical evaluation will result in immediate rejection. Platform Tenure: Bidders must demonstrate an active presence on the Government e-Marketplace (GeM) for at leas t three years. Experience: Bidders must have relevant experience in delivering similar supplies to central or state government or ganizations within Kerala State.Bidders must have successfully finalized at one GeM orders for similar products in K erala. Performance Rating: A minimum GeM star rating of 4.5 is required. Additionally, the bidder must hold a GeM Gold C ertificate and show a history of 5-star feedback from previous buyers. Proven Track Record: Documentation must show the supply of Laptop from the proposed OEM to Kerala-based Government departments or PSUs via GeM within the last three years. Service Network: The OEM must have at least seven authorized service centres across Kerala. Crucially, at least one functional centre must be located within the consignee's specific district. Response Time: The bidder must have a service mechanism to ensure a 24-hour turnaround time for maintenance and breakdown repairs. Support Documentation: Bidders must submit a clear Escalation Matrix with contact details and a comprehensive lis t of service facility locations. Certifications: OEMs: Must hold ISO 9001, 14001, 27001, 45001, 50001 and BIS certifications. Product Demonstration: A live showcase of the proposed products is required at the consignee's designated site an d time. Failure to perform this demo will result in disqualification. Declarations: A formal statement on company letterhead must be submitted confirming the bidder has not been bl acklisted or debarred by any government body in the past five years. Also Bidders are required to submit a self-dec laration certifying that they have not been suspended from the Government e-Marketplace (GeM) within the preced ing three years.
