OPTION CLAUSE 25% : The buyer can increase or decrease the contract quantity or contract duration up to 25 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 25 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 25 percent with the consent of the service provider

Buyer Added text based ATC clauses BID-QUALIFICATION CRITERIA BPCL would like to qualify vendors for undertaking the above work as indicated in the brief scope. Detailed bid qualification criteria for short-listing vendors shall be as follows: Vendor is required to submit all relevant technical and commercial documents as specified in the Scope of Work along with tender document. Non-submission of any required document shall be considered a reason for technical rejection. Mandatory Documents to be Submitted a) Experience Criteria Proof of experience of minimum 3 years in similar field to be submitted. Proof of prior experience should b e submitted by the tenderer/bidder through the GEM portal only. Any self-declarations in this regard shall not be accepted, and the Vendor’s bid is liable to be rejected in case of non-receipt or incomplete submissi on of documents through the portal. b) Proof of Experience Work completion certificate or Purchase Order copy along with invoice shall be submitted as proof of exper ience. c) Single Similar Supply Order A vendor with prior experience in supplying similar works, with a minimum of 3 year of experience, will onl y be considered. Vendors not uploading the required supporting documents may be rejected without any f urther communication after the tender submission deadline. The value of the works (including taxes) completed by the bidders (proof of completion to be submitted) s hould be as follows: a. One single order of similar work of 80% of the Estimated Bid Value OR b. Two orders of similar works each of 50% of the Estimated Bid Value OR c. Three orders of similar works each of 40% of the Estimated Bid Value d) Declaration of Acceptance of Scope of Work Declaration on bidder’s letterhead confirming full acceptance of the Scope of Work, and the technical speci fication sheet given under annexure V. e) Holiday Listing Declaration Declaration on bidder’s letterhead as per the format provided in BPCL GCC. f) Signed copy of Holiday listing Declaration and Integrity pact to be submitted g) Annual Turnover Proof Proof of at least 50% of the Bid value for the last three consecutive financial years (FY 2023-24, FY 2024-2 5, and FY 2025-26). The turnover certificate must be certified by a Chartered Accountant and should clearl y mention turnover only. h) Technical Compliance Vendor meeting technical specifications only will be qualified in technical evaluation. All necessary certific ations as specified in the Specification list and Scope of work must be submitted along with tender docume nts. i) Positive Net Worth The bidder should have positive net worth as per the latest audited financial statement. Net worth is define d as Share Capital + Reserves & Surplus. Supporting document: Certificate on Chartered Accountant’s lett erhead mentioning net worth for the latest financial year (English language only) mandatorily. j) PAN Card Self-attested copy of Permanent Account Number (PAN). k) GST Registration Certificate & MSME Certificate Self-attested copy of GST registration certificate & Self- attested copy of MSME/Udyam registration certificate, if applicable. l) Price Bid Declaration: Following mandatory documents to be uploaded (self-attested scanned copy/excel sheet): •Price breakup Excel sheet as per attached Price Bid format • Signed copy of the NIT document m) Written confirmation that services and Goods shall be delivered within the period specified in the tende r document. n) Compliance Statement: Clause-by-clause compliance statement against the technical specifications and Scope of Work shall be submitted along with tender documents. o) Bid Offer Certificate: The bidder shall provide a signed statement listing all offered products and services included in this bid. E ach listed item must fully adhere to the specifications and scope of work defined in the tender document. Any omission, substitution, or deviation from the mandated specifications or services will result in outright disqualification.
