Availability of Service Centres: Bidder/OEM must have a Functional Service Centre in the State of each Consignee's Location in case of carry-in warranty. (Not applicable in case of goods having on-site warranty). If service center is not already there at the time of bidding, successful bidder / OEM shall have to establish one within 30 days of award of contract. Payment shall be released only after submission of documentary evidence of having Functional Service Centre.

Bid reserved for MSE from the State of Bid Inviting Authority: Procurement under this bid is reserved for purchase from Micro and Small Enterprises from the State of Bid Inviting Authority having valid Udyam Registration and whose credentials are validated online through Udyam Registration portal. If the bidder wants to avail themselves of the reservation benefit, the bidder must be the manufacturer / OEM of the offered product on GeM. Traders are excluded from the purview of Public Procurement Policy for Micro and Small Enterprises and hence resellers offering products manufactured by some other OEM are not eligible to participate in this bid. In respect of bid for Services, the bidder must be the Service provider of the offered Service. Relevant documentary evidence in this regard shall be uploaded along with the bid in respect of the offered product or service, and Buyer will decide eligibility based on documentary evidence submitted, while evaluating the bid. Benefits of MSE will be allowed only if seller is validated on-line in GeM profile as well as validated and approved by Buyer after evaluation of documents submitted.

OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the quantity to be ordered u p to 25 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right t o increase the ordered quantity up to 25% of the contracted quantity during the currency of the contract at the contracted rates. The delivery period of quantity shall commence from the last date of original delivery order and in cases where option clause is exercised during the extended delivery period the additional tim e shall commence from the last date of extended delivery period. The additional delivery time shall be (Incr eased quantity ÷ Original quantity) × Original delivery period (in days), subject to minimum of 30 days. If t he original delivery period is less than 30 days, the additional time equals the original delivery period. The Purchaser may extend this calculated delivery duration up to the original delivery period while exercising t he option clause. Bidders must comply with these terms.

The Bidder must possess a legally registered and fully functional of fice within the State of Kerala. To valid ate this, the bidder shall furn ish a valid Goods and Services Tax (GST) registration certificate explicitly refl ecting the registered office address in Kerala.

The bidder must possess proven competence and relevant experience in the successful supply, installation , and commissioning of the items specified in this bid. The bidder shall attach documentary evidence comp rising at least three (3) completion certificates or work order copies of a similar nature executed via the Ge M portal within the State of Kerala during the Financial Years 2023-24, 2024-25, and 2025-26. Brand-Specific Proven Performance: The participating bidder/seller must have a documented his tory of successfully supplying products of the exact same proposed brand during the preceding three (3) financial years. Legible and verifiable supporting documents—such as GeM invoices, contract awa rd copies,or client satisfaction certificates—shall be submitted as definitive proof of such brand-speci fic compliance.

To ensure prompt after-sales support and minimize equipment downtime, a fully operational authorized se rvice center must be available within the consignee’s district.The bidder shall submit valid address proof of the designated service center.The service center must house certified and qualified engineer s capable of p roviding comprehensive warranty and technical support.

The bidder shall propose only current, active, and non-obsolete OEM models. End-of-Life (EOL) or End-of-Su pport (EOS) products will not be entertained. All offered hardware must carry active OEM warranty support from the date of final acceptance.

Bidders are strictly required to compile and upload all requested certificates, undertakings, and supporting documents specified in theBid Document, Additional Terms and Conditions (ATC), and subsequent Corrigen dums. Failure to upload any required document, or the submission of incomplete credentials, shall render t he bid non-responsive and liable for immediate rejection during technical evaluation.

To ensure compliance with statutory quality standards, both the participating Bidder and the respective pr oduct OEM must hold valid ISO certifications. Relevant, unexpired ISO certificates must be attached to the t echnical bid.

The successful bidder must submit a formal OEM Warranty Certificate at the time of equipment delivery.Th e seller shall guarantee prompt rectification, troubleshooting, or component replacement at no additional c ost during the entire stipulated warranty period.The OEM/Seller must possess a well-established, network f or installation, commissioning, training, and after-sales service to a ssure prompt field support.

The bidder shall upload a formal Self-Certification statement confirming unconditional acceptance of, and s trict adherence to, all terms, conditions, and clauses stipulated in this Additional Terms and C onditions (AT C) document.

The Buyer reserves the unilateral right to accept or reject any bid,or annul the entire bidding process, base d on technical evaluation,independent market surveys, or the verifiability of the offered prod uct specificati ons without assigning any reason thereof.

The bidder must demonstrate structural stability on the Government e-Marketplace by possessing a minim um of five (5) years of continuous operational experience on the GeM platform. Valid documentary proof, s uch as the portal registration dashboard or initial orderprofiles, must be enclosed.

The bidder must either be the Original Equipment Manufacturer (OEM) or an explicitly authorized partner/d ealer of the proposed product line. Bidders representing an OEM must submit a valid, tender- specific Manuf acturer’s Authorization Form (MAF) issued directly by the OEM on their official letterhead, validating authorization for this specific procurement.

The financial quotation must be entirely all-inclusive. The bid priceshall encompass the base cost of the har dware, logistics, delivery to the consignee site, standard installation, commissioning, and bas ic configuratio n charges. No hidden or supplementary costs will beentertained post-award.

The technical specifications outlined in this tender constitute the absolute minimum essential requirements . Bidders must ensure fullcompliance with these benchmarks and must append official, unaltered OEM product datasheets for rigorous technical cross-verification.

The bidder must provide a formal self-declaration executed on the company’s official letterhead, solemnly affirming that the firm has not been blacklisted, suspended, or debarred by the GeM portal, or any Central/ State Government organization, within the preceding five (5) years.

To ensure high service standards, the participating bidder must maintain a minimum of a 4-star final GeM Seller Rating (LBL). A verifiable screenshot of the seller's rating profile from the GeM dashboar d must be at tached as proof.

The bidder must demonstrate strong fiscal capacity and market presence by having achieved a cumulative business volume of ₹1 Crore or above . Supporting validation from the GeM dashboard or a verified order summary sheet must be uploaded.

The bidder shall submit Chartered Accountant (CA)-certified financial turnover details explicitly covering th e last three consecutive financial years (FY 2023-24, FY 2024-25, and FY 2025-26) as definitive proof of fin ancial capability, structural stability, and reliable business performance.

Following the opening of technical bids, the Buyer reserves the right to request a physical, onsite demonstr ation of the offered product models at the Buyer’s designated office. The bidder shall arrange the demonstr ation within the stipulated time frame at their own expense to verify operational conformity.

To maintain infrastructural standardization, technical reliability, and seamless integration with existing insti tutional IT networks, the buyer prefers established premium market brands. Offered products should be long to reputed OEMs with a proven global and national enterprise presence of well known bra nds.
