OPTION CLAUSE 50% : The buyer can increase or decrease the contract quantity or contract duration up to 50 percent at the time of issue of the contract. However, once the contract is issued, the contract quantity or contract duration can only be increased up to 50 percent. Bidders are bound to accept the revised quantity or duration. For lumpsum-based service contracts, the buyer may increase the scope of work and contract value up to 50 percent with the consent of the service provider

Bidder financial standing: The bidder should not be under liquidation, court receivership or similar proceedings, should not be bankrupt. Bidder to upload undertaking to this effect with bid.

PAYMENT OF SALARIES AND WAGES: Service Provider is required to pay Salaries / wages of contracted staff deployed at buyer location first i.e. on their own and then claim payment from Buyer alongwith all statutory documents like, PF, ESIC etc. as well as the bank statement of payment done to staff.

Successful Bidder can submit the Performance Security in the form of Account Payee Demand Draft also (besides PBG which is allowed as per GeM GTC). DD should be made in favour of Director payable at Bhubaneswar . After award of contract, Successful Bidder can upload scanned copy of the DD in place of PBG and has to ensure delivery of hard copy to the original DD to the Buyer within 15 days of award of contract.

Bidder's offer is liable to be rejected if they don't upload any of the certificates / documents sought in the Bid document, ATC and Corrigendum if any.

PAN no.

Valid PSARA Certificate in respect of State of Odisha i s to be attached compulsorily.

Annual Turnover for the last three years - 08 Lakhs, Audito r Certificate must be attached.

Minimum 03 years of work experience in providing Security G uard/Security Services in Central / State / PSU offices located in B hubaneswar only.

The local vender of Bhubaneswar and having earlier good w ork ex perience with DCO Odisha and have provided service in other Central Govt./State Govt. / PSU offices of Bhubaneswar will be given preferenc e. Since, the service of the security guard is an essential service wher e local reliable agency is to be given this task.

The Office of the Service Provider must be located and con tinuing at the State of Consignee (Bhubaneswar only) prior to the initiation date of Bidding. Documentary evidence to be su bmitted.

The bidder should have executed at least 01 Central Govt. / State Govt. / PSU Project of 08 lakhs with at least supply of 08 Security Pers o nnel.

Payment less than the minimum wage will attract penal procedure. The minimum wage will be revised as per the notific ation of State Govt. from time to time.

All the above given certificates and documents are to be uploaded with the signature/digital signature by the firm/agency in the order gi ven above.

The contract of Security Personnel will be for a period of 12 months. The contract period will be considered effectiv e from the date of issue of the work order and generatio n of Work Order through GeM.

The Security Personnel must remain in uniform during the duty ho ur.

If the Security Personnel are found taking intoxication of any kind and other irregular works during the duty period the tender will be ter minated immediately without any n otice.

The office will not be responsible for any kind of loss of li f e and property of the Security Personnel engaged or Age nc y.

Since many agencies are found fictious and quoting r ates which are not practical to execute the contract, so to rem ove such firms, DCO will verify the credentials of firms during the evaluation.

The lowest L1 rate offered by the firm/ agency will be acc epted. The firm with L1 rate will be selected through GeM p rocess.

Security Personnel will be responsible for safety & Sec urity the of the office building along with all property of Of fice.

The deployment/work of the Security Personnel must b e inspected by the agency physically from time to time/S hift wise. A report regardi ng satisfactory performance is to be submitted by the agency every m onth.

The Security Personnel must ensure compliance of the instru ctions/orders of the office.

Payment will be reimbursed as per actual attendance bas is.

If the services of the Agency relating to the efficiency and di scipline of Security Personnel are not found satisfactory, from the poi nt of view of the Controlling Officer or for any other reason, the servic es can be terminated by giving immediate notice. In case of cancellati on, any kind of claim submitted by the agency/firm will not be accepte d by the office.

After payment to Security Personnel every month EPF, ESI Statement etc. must be submitted to the office along with bill for reim bursement failing which the bill will not be r eimbursed. The firm has t o supply “E-Pahchan Patra” to all the Security Personnel.

At the time of signing the contract, the successful bidder will have to pay 3% (percent) of the total contract a mount as Performanc e Security for

year. Performance Security FDR issued by any Natio nalized/Scheduled Bank in favour of (Director, Directorate of Census O perations, Od isha, Bhubaneswar) whose validity will not be less than

year.

The firm/agency participating in the said tender wil l h ave to submit an affidavit regarding not being blackl isted by any government or private institution in past o r not under any penal procedure at present.

If any kind of injury/loss occurs to Security Personnel due to any reason, then the firm will have to bear the expenses like leave/m edical/insurance etc. of the Security Personnel.

If necessary, the Directorate will have the full right to extend the last date of submission of tender, necessary amendments in the c onditions mentioned in the tender and can cancel the tender at any ti me before the closing date.

In case of any dispute, the final settlement will be done by t he Controlling officer of the borrowing department.

If at any stage the registration certificate, PSARA and any o ther information given is found to be incorrect, the firm will be remove d from the tender process and be blacklisted through GeM.

Violation of conditions may lead to cancellation of application of the concerned firm.

In respect of any matter/dispute related to this contract, the exclusive jurisdiction of the court/other tribunal or forum will be Bhub aneswar only.

The services of the Security Personnel and the agenc y will be under the observation for one month & if not satisfac tory or any dislocation, the contract will be terminated throug h GeM.
